Visit of the Russian Deputy Minister of Construction and Urban Services to Paris

PHOSPHORIS, represented by its president Eric AUBSPIN and the director of the Russian subsidiary Olga MOTCHALOVA, took part in the meeting of the Franco-Russian working group “Construction, urban services and territorial development” of CEFIC which took place on 17-18 February 2017 in Paris. This group is led by Mr. Andrei TCHIBIS, Russian Deputy Minister of Construction and Urban Services, and by Mr. Christian LEVY, General Inspector of the Environment and Sustainable Development of the French Ministry of Ecology, Sustainable Development and Energy (MEDDE).

During the February 17th meeting at the Ministry, French companies (Vinci, Artelia, EDF, Engie, Bouygues, CNIM incineration, Suez and Phosphoris) presented their experiences, including the project “Dream of urban scenes”: the industrial demonstrator for the sustainable city located in the territory of Plaine Commune (Seine-Saint-Denis).

ADEME presented its system of financial support for the development of sustainable cities at the level of municipalities and companies.

Mr. TCHIBIS was interested in the mechanisms of this support. In turn, he explained the principles of developing long-term concessions for heat, water and land-use schemes for waste management. He also discussed the issues of housing renovation, social objects, public areas, residential and industrial areas.

These are subjects on which PHOSPHORIS can contribute its expertise in energy design and optimization, as well as bioclimatic architecture at the neighborhood level.

One of PHOSPHORIS projects is the mapping of existing heat networks in Russia to investigate the possibilities of improving their performance, including calculating requirements, verifying production capacities and thus proposing a program of work to communities that manage infrastructure.

On February 18th, some members of the working group visited one of the first eco-neighborhoods built in France by Bouygues Immobilier, the “Issy Fort” in Issy les Moulineaux.

Mr. TCHIBIS was interested in the characteristics of the geothermal system and specifically the time to return on investment for the use of Renewable Energies.

For the next working group meeting in France, M.TCHIBIS could visit a HQE (High Environmental Quality) certified building, since the multidisciplinary requirements, highlighting the environmental, energy, health and comfort performances of a building, have particularly attracted its attention.
